Connect 2 update- St Denys

Planning was granted in March 2009 and Sustrans have appointed a contractor. Due to land ownership issues (there appears to be no registered land owner at the Horseshoe Bridge end) work cannot commence. The Big Lottery requires proof of land ownership or permission to work on land before they will finance a project. SCC Rights of Way team are currently working with our legal team to resolve the ownership issue. Having checked with the Land registry a process of issuing a legal notice can then lead to SCC becoming the titled owner – if no challenges are raised.

The funding of the project is secure as we have a five year window in which to complete the works. It is expected to resolve the ownership issues within two to three months. It is planned to recommence work on site next year in April 2010 which fits in with the ecology window for bird habitats. Work is expected to take 12 weeks on site.

In conjunction with the University of Southampton a project of route and user monitoring is being developed by the iConnect group. (The iConnect project is funded by the UK Engineering and Physical Sciences Research Council. This website is the main dissemination portal of the project.)

Connect2 signing at the Civc Centre

Last Tuesday, saw the official signing of the connect2 project that will connect St Denys and Northam together. Myself, Cllr Moulton and Cllr Dean (Cabinet member for Transport and Enviroment) were able to attend the official singing at the civic centre, with councillor Dean signing the official documents.
   
Connect2 is an ambitious UK wide project that will transform local travel in 79 communities by creating new crossings and bridges to overcome barriers such as busy roads, rivers and railways, giving people easier and healthier access to their schools, shops, parks and countryside. There are 7 schemes in the South East: Banbury, The new forest, Shoreham-by-sea, Hastings and Bexhill, Whitstable and Reculver, Dartford and importantly Southampton. The total cost of the schemes is around £11milion, which represents a substantial investment in walking and cycling.
The new £450,000 pedestrian and cycle route will run along the waterfront between Horseshoe Bridge and Northam Bridge. The project is a partnership between Southampton City Council, The Lottery and Sustrans (the cycle charity). The aim is to bypass the industrial estate roads with the lines of roadside parking, large delivery lorries and speeding traffic.
